    Position Summary, Job Requirements & Responsibilities

    This position will act as manager for B/OSS Delivery resources. The candidate will be responsible for leading a team to design and develop and deliver fully tested front end and middleware applications. The candidate will provide architectural guidance and direction for the products to the delivery team, as well as contribute to the peer review and quality assessment. The candidate will also provide technical support as required to supplement the operations and Tier2 support teams. The candidate will take part in employee review process and be responsible for training and mentoring junior resources. The successful candidate will lead the team by example and be able to contribute technically as required. This is a hands-on position with high level of technical competency required. The candidate will be expected to hold a high level of ownership for the teams and products they are responsible.  

     

    Duties and Responsibilities

     

    Delivery

    • Lead the delivery team to design and develop software and web applications, including new programs, enhancements, and modifications
    • Take a lead role in identifying and documenting product and technical requirements from the business owners; participate in requirements gathering sessions to ensure the proper product direction for business and customer needs
    • Ensure products and processes follow industry standard best-practices and recommends updates as necessary
    • Participate fully in Agile Scrum team development cycle
    • Ensure team deliveries are of the highest quality and delivered according to agreed-upon timelines
    • Maintain the long-term roadmap to ensure product sustainability efforts fit in with business requirements
    • Provide direction as the system owner for all internal applications
    • Support and guide test efforts to ensure maximum efficiency while delivering top quality
    • Lead delivery team(s) responsible for the following suite of products:
      • Java based middleware with SOAP web services
        • Next deploy stack will be RHEL 8, JBOSS EAP, Java 11 connecting to Oracle DBs via JDBC and Hibernate, as well as Oracle BRM via FLIST
        • PHP based (Zend Framework) front end applications
          • Next deploy stack will be Zend 3 (Laminas), Expressive, PHP 7
            Oracle PL/SQL packages and procedures for reporting and monitoring
      • Java based Lambda applications to AWS
    • Guide team to build, configure, troubleshoot and maintain JBOSS EAP server environments
      • Determine optimal configuration settings
      • Work with Unix administrators to keep upgrade and ensure compatibility with deployments
    • Lead backlog prioritization and cleanup efforts, ensuring stories are written correctly, acceptance criteria are fully captured, and issues follow the defined workflow to lead to successful commitments
    • Ensure development team builds quality code using tools such as Junit and PHPUn
    • Track code quality metrics as reported by tools such as SonarQube and Veracode
    • Ensure code is reviewed by peers against team agreed-upon code standards and industry best practices

    Support

    • Support QA efforts, by ensuring teams resolve issues and defects in a timely manner
    • Support customer efforts through beta and production release cycles
    • Assist in troubleshooting and resolving complex system issues that may have a negative impact on revenue or customer perceptions
    • Assist with user acceptance testing of billing and reporting systems as development is completed, before production roll out
    • Maintain appropriate documentation for external integrators and internal customers
    • Develop and deliver developer workshops for external integrators

    Ownership

    • Responsible for product roadmap ownership, ensuring systems stay in compliance with component life-cycle and support.
    • Provides guidance to the Software Engineering team and other departments in identifying product and technical requirements.
    • Leads meetings to recommend process improvements as development or customer needs dictate to enhance or maintain efficiencies for internal customers and reduce risk of revenue loss.
    • Proactive management of systems including log reviews, performance evaluation, usage metrics and working with Operations team to identify common customer issues for resolution.

    Leadership

    • Mentor team members to ensure they keep current with technological developments within the industry.
    • Set an appropriate example of professionalism, and dedication to team goals.
    • Demonstrated flexibility as part of the Agile Methodology to flex with business priorities and provide business value.
    • Consistent exercise of independent judgment and discretion in matters of significance.
    • Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary.
    • Communicate expectations clearly to resources to ensure that deliverables and deadlines are properly met
    • Coach and provide training or suggestions as required

    Desired Skills and Abilities

    • Understanding and familiarity of telecom back office, billing and revenue assurance
    • Ability to work independently
    • Ability to Interact with various departments and management
    • Expected high level of competency in Java, PHP, Hibernate, and SQL to ensure proper direction and support can be provided to team
    • Ability to prioritize multiple projects, multitask and review workloads to ensure the best use of resources
    • Must possess excellent organizational skills
    • Must be detail oriented to ensure multiple priorities are managed appropriately
    • Other activities as deemed necessary

     

    Experience & Education Requirements / EEO

    • 4-year degree in Business or Computer Science; advanced degree preferred
    • Related technical certifications preferred
    • Minimum 5 years’ experience with Java-based middleware with SOAP web services
    • Minimum 5 years’ experience developing PHP-based front-end applications
    • Minimum 5 years’ experience using Oracle PL/SQL
    • Minimum 8 years combined Software Development experience with progressive responsibilities in above technologies
    • Minimum 3 years of Software Delivery team management experience with proven record as an effective team lead is highly desired
    • Expert technical knowledge and experience in Telecommunications, BSS/OSS systems, Oracle BRM preferred
    • Ability to translate functional requirements to technical design
    • Ability to understand and follow-up on various technical issues (sizing, performance, business logic, etc.) and can thrive in a fast pace environment
